  1. Introduction to the Ministry

    Ministry of Agriculture, Irrigation and Livestock

    Vision:
    Effective utilization of resources, balanced and sustainable development of the agricultural sector, and ensuring food security and food safety.

    Mission:
    The Ministry of Agriculture is a farmer-centered and accountable institution that delivers high-quality and standard services through skilled professionals. These services include research, extension, policy development, introduction of modern technologies, irrigation management and development, as well as management of natural resources and agricultural lands. As a result, employment opportunities and domestic and foreign investments are promoted, contributing significantly to national economic growth and development.

    Objectives:
    • Increase agricultural and livestock production in both quantity and quality.
    • Strengthen research and extension programs in agriculture, irrigation, and livestock.
    • Develop irrigation systems, manage natural resources, and adapt to climate change.
    • Regulate land affairs and geodesy and ensure legal access to land for farmers, livestock owners, and domestic and foreign private sectors.
    • Facilitate, encourage, and support investment in agriculture, irrigation, and livestock.
    • Implement administrative reforms and capacity building.

    Organizational Structure:
    The Ministry consists of one Minister and three Deputy Ministries:
    1. Deputy Ministry of Agriculture and Livestock
    2. Deputy Ministry of Irrigation and Natural Resources
    3. Deputy Ministry of Finance and Administration

    The central directorates operate under the Ministry and its deputy ministries. The Ministry also has provincial directorates in all 34 provinces of Afghanistan.
