  1. Name of the Ministry: The Ministry of Propagation of Virtue, Prevention of Vice, and Hearing of Complaints

Introduction of the Organization

The Ministry of the Propagation of Virtue, Prevention of Vice, and Hearing of Complaints started its activities after the victory of the Islamic Emirate in the year 1415 AH / 1373 SH. The ministry currently operates in three main sections:

  1. Propagation of Virtue
  2. Prevention of Vice
  3. Addressing Public Complaints

The Ministry has employed Muhtasibeen at the central, provincial, and district levels, based on population proportions in each province and in accordance with the Law of Ehtesab and its regulations. These Muhtasibeen are responsible for encouraging people to perform good deeds and to avoid from evil actions.

Moreover, the Complaints Section of this ministry is active in the center and provinces and responds to public complaints promptly.

The organizational structure of the ministry includes three deputy ministries:                            

  • Deputy Ministry of Hearing Complaints
  • Deputy Ministry of Planning and Policy
  • Deputy Ministry of Military

At the central level, the Ministry also has 22 directorates, all of which are dedicated either directly or indirectly to providing services to the citizens of the country.

Mission of the Ministry of Propagation of Virtue, Prevention of Vice, and Hearing Complaints

The Ministry of Propagation of Virtue, Prevention of Vice, and Hearing Complaints is mandated, based on the provisions of Islamic Sharia and the high guidance of Amir al-Mu’minin (may Allah protect him), to strengthen Islamic sacred values in society, uphold virtues, prevent vices, and address public complaints with justice, honesty, and in accordance with Islamic instructions.

The Ministry aims to uphold the principle of propagating virtue and preventing vice in order to build a society that is religiously committed, just, and devoted to Islamic values.

Vision of the Ministry

To establish a society free from corruption and vice, where Islamic values are upheld in all aspects of people’s lives and the provisions of Islamic Sharia are fully implemented.

Field of Work and Major Activities of the Ministry

  1. Propagation of Virtue:

Encouraging people to perform good deeds and strengthening Islamic values in society. All methods of Da‘wah and advice are outlined in the law.

  1. Prevention of Vice:

Gently and kindly preventing people from actions considered Haram under Islamic Sharia.

  1. Hearing Public Complaints:

Collecting, investigating, and forwarding public complaints regarding various organizations and officials of the Islamic Emirate, and following up until a just resolution is achieved.

  1. Societal Reforms:

To effectively achieve the objectives of the ministry, meetings and gatherings are organized with scholars, preachers, teachers, tribal elders, local representatives, traders, hotel and park owners, and other influential segments of society.

  1. Public Awareness:

Utilizing mosques, audio-visual media, print outlets, and other platforms to promote religious teachings and Islamic values, and to enhance public awareness.

 

  1. Capacity Building of Employees and Muhtasibeen:

Organizing seminars, training programs, and specialized workshops to enhance Islamic knowledge, Da‘wah skills, and professional competencies.

 

  1. Monitoring and Implementation of Directives (Farameen):

Ensure careful monitoring and effective implementation of all orders and directives of Amir al-Mu’minin (may Allah protect him) at central and provincial levels, to upholding order, justice, and the authority of Islamic Sharia.

Providing Services to the Citizens

In accordance with the Law on Hearing Complaints, all citizens of the country have the right to submit complaints to the ministry regarding negligence, abuse of authority by officials, misconduct, administrative corruption, and other related issues within the Emirate’s institutions and personnel. These complaints are investigated and followed up by the relevant deputy ministry according to the following procedures:

  1. Complaints are received by the Deputy Ministry through the Departments of Complaints Hearing and Classification using designated forms, after which they are recorded and categorized.
    At this stage, if the complaint concerns high-ranking officials of the Emirate, the Deputy Ministry for Hearing Complaints shares it directly with the relevant authorities through the honorable ministry.

However, if the complaint is simple and resolvable, it is investigated and addressed by the Department of Complaints Hearing and Classification. If the matter is complex and requires deeper investigation, the case is referred to the Department of Complaints Analysis and Evaluation for further procedural completion.

  1. Complaints that are complex and require comprehensive investigation are carefully and thoroughly examined by the Department of Complaints Analysis and Evaluation under the Deputy Ministry, through which the validity or invalidity of the complaint is determined.
    If the complaint is found valid and the accused person fails to take appropriate action during the investigation, the case is referred to the Department of Referral, Follow-up, and Implementation of Decisions through the relevant authorities, competent courts, or the Supreme Leadership.
  2. Complaints that have been forwarded by the Department of Complaints Analysis and Evaluation to the Department of Referral, Follow-up, and Implementation of Decisions are further referred to the relevant authorities by this department, based on the classification of authorities and in accordance with administrative hierarchy. If the responsible authority fails to address the complaint, the department forwards the matter to the next higher authority. Should the complaint still remain unaddressed after this secondary referral, both the relevant authority and the accused individual are referred to the competent courts or the Supreme Leadership.
  3. During the investigation and review of complaint cases, it may sometimes be necessary to examine issues related to Sharia.

In such cases, to resolve the matter and obtain Sharia guidance, the Deputy Ministry for Hearing Complaints refers the issue to the “Board of Honorable Scholars” under its supervision.
The esteemed scholars then provide their opinions on the matter in accordance with the rulings of the blessed Islamic Sharia.

  1. If a complaint is filed regarding a specific incident in any province or district of the country, the Deputy Ministry for Hearing Complaints assigns a delegation of trustworthy and religiously committed individuals and sends them to the field for a thorough investigation and resolution of the matter.

Citizens are kindly requested to submit their complaints only within the scope of the ministry’s authority.
Complaints that fall outside the ministry’s legal jurisdiction should be referred to the relevant authorities, ensuring that neither the ministry is overloaded nor citizens’ issues remain unresolved.

Registering Complaints via Phone and Online Form:

Citizens can register complaints at any time using their mobile phones, and the ministry’s responsible officials will promptly investigate and address them.

All registered complaints will be followed up by the relevant officials.

Services for Women

Women can visit the central, provincial, and district offices of the Ministry of Propagation of Virtue, Prevention of Vice, and Hearing Complaints to claim their Shari‘ah rights, including those related to violence, forced marriage, dowry (Mahr), inheritance (Mīrāth), and other Islamic rights. Additionally, if women are subjected to violence, the ministry’s officials at both central and provincial levels promptly investigate and address these cases.

Resolution of Tribal and Domestic Disputes:

Citizens can approach the ministry’s Muhtasibeen for the resolution of their tribal and domestic disputes.
In recent years, the Muhtasibeen have successfully resolved many of these disputes through peaceful means.

Treatment of Mental Patients

By the order of Amir al-Mu’minin (may Allah protect him), individuals suffering from mental disorders can receive free treatment in any province of the country through the Ministry for the Propagation of Virtue, Prevention of Vice, and Hearing Complaints, collected by the ministry’s Muhtasibeen and treated with the assistance of the Afghan Red Crescent Society.

Arrest of Sorcerers

Based on public complaints, the ministry’s Muhtasibeen have identified and arrested individuals across the country who, through acts of sorcery and superstition, caused domestic disputes and received large sums of money from people to perform magic.

Citizens may report any unlawful activities of sorcerers to the ministry’s Muhtasibeen.

Public Awareness of Islamic Rulings

The ministry’s Muhtasibeen provide public awareness on Islamic rulings through mosques and community gatherings at both central and provincial levels.

Furthermore, if citizens have questions regarding their Islamic affairs and transactions, they can approach the Muhtasibeen to receive guidance and answers in accordance with Shari‘ah.

Public Cooperation in the Prevention of Vice

Citizens can report any vices in their area to the ministry’s Muhtasibeen.

The Muhtasibeen will take the necessary measures to prevent them in accordance with Shari‘ah and the law. Propagating virtue and preventing vice is a Shari‘ah duty for every Muslim.
