The Ministry of Refugees and Repatriation was initially established in the year 1365 (Solar Hijri calendar) as a committee. This committee operated under the leadership of the Council of Ministers until 1369, after which it was elevated to the level of a ministry. After the Mujahideen's victory in 1371 HS) Hijri calendar(, the Ministry of Refugees and Repatriation Affairs resumed its activities within the government's organizational structure. With the first coming to power of the Islamic Emirate, this ministry was integrated with the Ministry of Martyrs and Disabled Affairs and operated at the level of a ministry in the former administration. With the re-establishment of the Islamic Emirate, the Ministry resumed its activities within the Emirate's organizational structure and provided the opportunity for millions of Afghan refugees to return home with dignity and freedom, With this, nearly 6 million Afghan refugees have returned to their country in the past 4 years. The Ministry is working to achieve its strategic goals and implement short-term, medium-term, and long-term plans to the extent possible, to resolve all issues related to returnees and internally displaced persons. Since the re-establishment of the Islamic Emirate until 21 of Qaws month 1403)11 december 2024), the leadership of the ministry has been under the leadership of Martyr Al-Hajj Khalil-ur-Rahman Haqqani, and currently under the leadership of the respected Maulvi Abdul Kabir.  • Duties and ResponsibilitiesThe Ministry of Refugees and Repatriation is responsible for formulating, implementing, and coordinating policies and programs for the effective management of the affairs of refugees, returnees, and internally displaced persons (IDPs).This ministry provides the conditions for the voluntary, safe, and dignified return of Afghan migrants and offers essential services, legal support, and sustainable solutions for their reintegration into society. 2 - The principles, rules, and legal documents.  • Laws related to the Public Services Department of the administration. The Ministry of Refugees and Repatriations organizes its activities based on the principles of the Islamic Emirate, the applicable laws of the country, policies, and valid legal documents. This framework includes the directives of the High Authority of the Islamic Emirate, laws and regulations related to refugees and internally displaced persons, and national policies, Memorandums of Understanding (MOUs) with government and international organizations, as well as internal documents of the Ministry, aim to improve services, transparency, and coordination. These legal principles ensure the dignified return, reintegration, and effective handling of internally displaced persons.
• Procedures, bills, and regulations. In the past four years, the Ministry of Refugees and Repatriations has developed and implemented a number of procedures, bills, and regulations aimed at improving migration management, services for returnees and internally displaced persons, and coordination with partner organizations, These documents include executive guidelines to facilitate voluntary and dignified return, operational procedures for the registration and assessment of the status of migrants, displaced persons, and returnees, regulations for coordination with national and international institutions for the distribution of aid and support services, and instructions for referring eligible individuals to educational, health, and employment organizations, In these four years, the Ministry has signed several cooperation memorandums aimed at improving educational services, employment, healthcare, and social support, which have facilitated the Ministry’s operations and provided better support for migrant and displaced families. The majority of these activities and documents are published in the form of PDFs, news reports, and performance reports on the Ministry's official website, making them accessible to the public. This allows people to read them and gain the necessary awareness about the Ministry's services and activities in implementing these procedures, bills, and regulations.
 • Related policies and strategies.The policies and strategies related to the Ministry of Refugees and Repatriations consist of a set of programs, guidelines, and strategies designed to facilitate voluntary return, sustainable reintegration, legal and social support, and the enhancement of the well-being of migrants and internally displaced persons. Services Provided to Residents • Registration and documentation of migrants, returnees, and internally displaced persons; providing information and awareness; facilitating voluntary and dignified return; distribution and coordination of humanitarian aid; addressing the issues of internally displaced persons; legal and social support; handling complaints; reintegration and settlement; referral to healthcare and social services; referring eligible individuals for education and training opportunities; managing natural and man-made disasters; implementing support and employment programs; and ensuring access to services through central, provincial, border offices, and overseas representations.  • Registration and Document Submission: Visiting the Ministry's central and provincial offices to register migration documents.

First: Your Return• When you enter the country through official and designated borders, you must first register. • At the borders, officials will provide you with the registration and verification forms.
• Please pay special attention to the following points: o The name, father's name, and province should be written exactly as they appear on your ID card.o If you do not have an ID card, use your full legal name.o If needed, you can seek guidance from the relevant authorities, especially the Public Awareness and Information Committee.  • After registration, your information will be entered into the relevant system, and a copy of the form will be given to you. This form ensures your migration and return process.• The Transportation Committee facilitates your transfer from the border points to temporary shelters and then to your permanent location.• With the verified registration form, you can visit telecom network booths to receive a free SIM card.• In case of illness or old age, primary healthcare services are provided free of charge, 24 hours a day.• All basic services are available for you at the temporary accommodation site.• To complete unfinished education, you can visit the Committee of Mosques and Education to obtain the relevant form.• Skilled and unskilled returnees are referred to the Employment Committee based on the verified registration form, so that job opportunities can be provided in their respective provinces.• Returnees who are deemed eligible by the provincial committees will, after final approval, be provided with a plot of land for permanent settlement.• Financial assistance is provided based on the verified registration form, household items, and the presence of a family head.• Families holding legal documents from the United Nations High Commissioner for Refugees (UNHCR) in host countries receive cash assistance according to the policies of the relevant administration.• The United Nations Children's Fund (UNICEF) assists in the transfer and support of unaccompanied children.
Second: Protection of Your Legal Rights A)  Employment:
The Ministry of Refugees and Returnees, along with its subordinate units, will refer you to relevant institutions for technical and vocational training upon request.B)  Education:
Based on your request and the verified registration form, you will be referred to the Ministry of Education to complete unfinished studies, and a proficiency test will be administered.C)   Name Correction in Documents:
If there is an issue with correcting your name in documents or the registration form, you can submit your request to the Ministry of Refugees and Returnees and follow the necessary procedures.
Third: Other Legal SupportYou will be informed about the following Islamic and social rights:• The right to obtain an ID card, passport, and other legal documents;• Handling requests and providing guidance to relevant authorities for resolving disputes, conflicts, and property confiscations.
Fourth: Guidance for Displaced Families A) Registration and Support: • Group displacements are surveyed, registered, and verified;• Individual displaced persons can approach the authorities to address their issues;• After review, official approval is granted, and they are referred to charitable organizations.
B) Relocation to a Residence:• Based on your request and in coordination with partner organizations, you will be relocated to your permanent residence;• National and international assistance is distributed to registered families.
