On February 16, 2025, the fourth meeting of the technical committee was held under the leadership of Mawlavi Engineer Ahmad Zia Khalid, Director of Investment Facilitation, to prepare the procedure for implementing the second decision of Order No. (2708/375) issued by esteemed Amir-ul-Momineen Hafidzahullahu Ta'ala.

The meeting took place in the conference hall of the General Directorate of Administrative Affairs and included representatives from the Ministries of Urban Development and Housing, Justice, and Agriculture, Irrigation, and Livestock; Kabul Municipality; the General Directorate for Coordination of Municipal Affairs; and the National Economy and Infrastructure Directorate of the General Directorate of Administrative Affairs.

Mawlavi Engineer Ahmad Zia Khalid stated that according to the order of esteemed Amir-ul-Momineen Hafidzahullahu Ta'ala, all agencies must facilitate urban development and essential services for the people. He urged representatives of the relevant agencies not to hinder the work and investment of the country's citizens but rather to facilitate further work and investment to help address their issues.

During the meeting, representatives engaged in comprehensive discussions on key issues, including the establishment of a single unit for land distribution, simplifying administrative processes, property verification, and permit issuance, and shared their suggestions to create more ease for the people.

The Director of Investment Facilitation carefully listened to the views and suggestions of the participants. He decided that a single unit must be established to address public issues and urged the agencies to simplify complex administrative processes in coordination with their respective institutions to create greater convenience for the people.

The meeting, which began with the recitation of the Holy Quran, concluded with a prayer for goodwill.
