Ministry of Communications and Information Technology (MCIT)

The Ministry of Communications and Information Technology of Afghanistan is responsible for leading, regulating, developing, and monitoring the telecommunications and information technology sector across the country. Its mission and duties are defined within several core areas:

1. Providing high-quality, accessible, and widespread telecommunication and internet services
   Expansion of telecom networks, improvement of internet coverage, development of fiber optics, and provision of digital services to the public and government institutions.
2. Development of Digital Government
   Establishing digital systems to facilitate government services, such as:
   • Digitalization of government agencies
   • Government information systems
   • Integration of national databases
3. Regulation and oversight of the telecommunications sector
   Management and regulation of telecom operators, issuance of operating licenses, monitoring service quality, and protecting consumer rights.
4. Development of national IT infrastructure
   Establishment of national data centers, expansion of fiber-optic infrastructure, cybersecurity systems, and national communication networks.
5. Ensuring cybersecurity and managing government information
   Protection of government information systems, management of national data, and response to cyber threats.
6. Development of the digital economy and enhancement of technological literacy
   Capacity-building in ICT, creating job opportunities for specialists, supporting technological innovations, and improving digital skills among youth.
7. Enhancing transparency, coordination, and accountability in the telecom sector
   Transparency in revenues and contracts, coordination with national and international institutions, and establishing a healthy competitive environment.

Key Responsibilities of the Ministry:

• Management and expansion of the national fiber-optic network
  • Oversight of telecom operators (Salam, Afghan Wireless, Roshan, MTN, Etisalat)
  • Development of digital projects such as: Digital ID, e-Government, National Data Center, online services
  • Regulation of pricing, quality, and transparency in telecom services
  • Provision and regulation of postal services
  • Management of national ICT projects and mobilization of international cooperation
