In (1300 solar and 1921 AD), during the reign of Amir Amanullah Khan, an office was established under the Prime Minister's Office to deal with tribal and border affairs. A similar office was also established during the reigns of Amir Sher Ali Khan and Amir Abdul Rahman Khan. Later, in accordance with the demands and needs of the time, the organization of the current Ministry of Borders and Tribal Affairs has been reviewed in different periods, from the general management of the department, then the directorate, the independent directorate and finally the ministry. Today, it is serving Afghans with a large structure as a ministry and in addition to the central departments it has directorates and departments in 33 provinces of the country to carry out the mission of the ministry.

In the structure of this ministry there are: three Deputy Ministries- Related Directorates and Two General Directorates with Related departments and directorates- and there are advisors to the Ministry;

Mission:

Ministry of Borders and Tribal Affairs is considered one of the key ministries in the cabinet of the Islamic Emirate of Afghanistan, which carries out the important tasks of national unity, consolidation and strengthening of national sovereignty, security of the country's political borders, and improving the social, economic and cultural living standards of residents living near the borders and Durand hypothetical Line.

Note: The relevant departments of the ministry carry out their work according to specific procedures in accordance with their work directions.

In terms of staff:

In order to provide better public services, capacity building is an important and fundamental part. The directorate of staff Affairs of the ministry organizes educational workshops, courses and seminars annually according to the needs of each department according to the plan, which aims to ensure proper use of resources by employees, better performance of duties and responsibilities, empowering employees for providing better public services.

Recruitment/ staffing conditions:

Staff recruitment is also carried out through open competition or through application to the ministry, taking into account knowledge, ability and commitment in accordance with the educational field. In this way, when the position is announced, the candidate, after filling out the nomination forms, applies for the position on the specified date that meets the announced conditions and, after going through a transparent process of open competition, is succeeded to the position.

 

 

 

Clients Inviting and Accepting Procedure:

There is a general management of reception and applications in the structure of the Ministry's sate or office Directorate, which provides facilities for clients to access the Ministry's Office and other related departments according to a special procedure in order to meet the needs of clients. After analyzing the content of the clients' requests and applications, the necessary instructions are given to the applicants.

Clients are guided to the Ministry's Office and other related departments according to the schedule with a special card for meetings and problem solving. In addition, clients (with a temporary waiting room with the necessary equipment and services) are taken care of on a daily basis.

Meetings with guests and clients are organized directly or by the General Management in the name of reception in coordination with the relevant departments of the Ministry based on the procedure.

Hearing Complaints: Complaints can be shared with the relevant department either directly or through the complaints box located on the third floor of the ministry's administrative building.

  • Listening and Solving Problems: Collecting the problems of the people through daily meetings of officials with tribal elders, trips, and through Jirgas planned by the Directorate of Jirgas and tribal affairs in (34) provinces of the country, including Kabul, in which religious scholars, tribal elders, public figures, and youth from the provincial capital and districts participate. After preparing a report and considering the position of the ministry, it is officially shared with the relevant agencies with the aim of solving the problem of each region.
  • Resolution of Internal Disputes: In general, such cases or requests are officially referred by one of the parties to the case (plaintiff or defendant) to the elected dispute resolution committee, after the rulings and consideration of the authority. After full understanding and review, the committee shares the matter with the local respected administrative unit of the ministry in the provinces through an official letter, so that they, in cooperation with the provincial governor, religious scholars, tribal elders and dignitaries, find a suitable solution in the light of Sharia or based on tribal interests (Jirga and Maraka).

Students Acceptance to the Educational Centers:

There are 11 educational centers related to the Ministry of borders and tribal affairs, including a multi-department institute. Among the centers four of them are located in the capital Kabul and the rest in the provinces. The recruitment process to the central educational centers is carried out by the General management of Student Recruitment of the Education directorate of the Ministry. The recruitment process for the high schools accept students from seventh to the twelfth grade, the recruitment quota of which is determined by the designated committee before the new year starts, and the quota of each province is sent to the relevant provincial directorates and departments through an official letter. The recruitment process to the central high schools begins on the same date and continues until the high school quota is completed.

 

 

Providing Public services to nomads:

The Directorate of Pastures and Economic Services of nomads under the General Directorate of Nomad Affairs is working in this area. This department is the coordinator and shares with sectoral agencies to solve the problems of nomads and solves them as follows:

1- Collects the problems of nomads from administrative secondary units and shares them with relevant agencies for resolution.

2- Hold meetings with Governmental agencies, national and international organizations to solve the problems of nomads.

3- Nomads also share their problems with this department through complaints, which the department shares with other relevant agencies for resolution.

4- This department monitors the quality of services provided by national and international agencies in the provinces in order to provide good and better services to nomads.

5- Traveling to areas inhabited by nomads and listening to their problems in their own language and sharing them with relevant provincial agencies.

In addition to this, the directorate of rectification and settlement of nomad affairs, related to the General Directorate of Nomad Affairs, also introduces nomads who are applying for passports and electronic ID cards to relevant institutions. During trips to different provinces, it monitors the quality of services provided to nomads by mobile and fixed human and animal health clinics, and establishes coordination to provide quality services. In this way, it tries to provide these services in the best possible way and solve problems with them.

Access to information and public awareness:

The Ministry's Information and Public Relations Directorate publish and broadcast the activities of this ministry in the form of pictures, writings and videos through its website, Instagram, YouTube and X.

And in addition to news, you can also read scientific, political, research and literary articles in the magazines called (Jirga and Hamwatan), which are the official publishing quarterly from the ministry.

Forms and Necessary Documents:

In order to carry out the duties of the Ministry of Borders and Tribal Affairs, there are specific procedures for each section, recruitment and evaluation forms in staffing/recruitment, contract and purchase forms in the Procurement Department, and financial reporting and advance payment forms in the Financial Department. Work has been done on other necessary legislative documents that are in the process of passing legal stages.
