Meeting Held between Relevant Institutions to Address Water Shortage in Kabul City

On Sept 13, 2026, a meeting was held in the conference hall of the General Directorate of Administrative Affairs, chaired by Mufti Shamsurrahman, Director of Public Economy and Infrastructure at the General Directorate of Administrative Affairs, with the participation of representatives from the Ministries of Energy and Water, Agriculture, Irrigation and Livestock, Mines and Petroleum, Justice, and Interior Affairs, as well as the National Environmental Protection Agency and Kabul Municipality, to address the water shortage issue in Kabul City.

The meeting was convened to implement Order No. 50 of the Honorable Prime Minister’s Office of the Islamic Emirate of Afghanistan and Paragraph 4 of Resolution No. 7 of the Council of Ministers of the Islamic Emirate of Afghanistan, dated 13/4/1447 AH.

During the meeting, discussions were held and information was shared regarding the measures taken, progress made, and existing challenges and obstacles by the relevant institutions to address the water shortage issue in Kabul City, particularly concerning the Hashmat Khan Lake protected area and the Arghandi reservoirs.

Discussions also covered the measures and responsibilities of the relevant institutions regarding the assessment of the situation in the aforementioned areas, regulation of watercourses, verification of property ownership, and prevention of illegal activities.

At the conclusion of the meeting, the Director of Public Economy and Infrastructure commended the actions taken and progress made by the relevant institutions, provided necessary guidance to address the existing challenges, and emphasized the continuation of greater coordination and joint efforts among the relevant institutions to address the water shortage issue in Kabul City.

The meeting, which began with recitation of verses from the Holy Quran, concluded with a prayer for goodwill.
