General Directorate of Olympic, Physical Education and Sports

Responsibilities:

The General Directorate of Olympic, Physical Education and Sports of Afghanistan, as the Emirate’s principal authority responsible for sports affairs, has the duty and responsibility to promote the development and advancement of all branches of sports in the country, in accordance with the teachings of the noble religion of Islam and in the light of authentic Afghan values and culture. This Directorate is obliged to provide the necessary sports facilities for athletes within the country and to create opportunities for their participation in international competitions. It is also responsible for understanding the needs and challenges of athletes and striving, within its capacity, to address them effectively. The General Directorate of Olympic, Physical Education and Sports, with all its resources and capacities, works for the development, progress, and inclusiveness of sports throughout the nation. It is committed to creating suitable opportunities for sporting activities not only for general athletes but also for children, the elderly, and persons with disabilities. The Directorate is also tasked with training athletes not only physically but also morally and spiritually, encouraging them to remain faithful to the teachings of Islam and to uphold the national and cultural values of Afghanistan. In addition, it seeks to motivate citizens toward sports participation and a healthy lifestyle. Among its other key responsibilities are supporting and cooperating with athletes across various disciplines, preventing youth from addiction to narcotics, fostering unity and communication among communities through sports, and strengthening international sporting relations. Furthermore, this institution bears the responsibility to promote and preserve Afghanistan’s traditional and local sports, ensuring that these cultural heritages are not lost due to neglect.

Finally, the General Directorate of Olympic, Physical Education and Sports is entrusted with identifying talented athletes, forming national sports teams, and preparing and equipping them for effective participation in international competitions.

Organizational Structure:

The General Directorate of Olympic, Physical Education and Sports of Afghanistan, in addition to its Technical and Professional Deputy, has seven other directorates at its central office, which include the following:

Directorate of Finance and Administration Office of the High Authority, Planning and Policy Directorate, Directorate of Invitation and Guidance, Directorate of Information and Public Awareness, Technical and Professional Directorate, Directorate for the Development of Sports in Universities, Schools, and Religious Madrassas. This Directorate maintains representative offices in all provinces of the country. In seven provinces—Kabul, Nangarhar, Kandahar, Herat, Kunduz, Paktia, and Balkh—there are full provincial directorates, while in other provinces, independent sports units operate. The total staffing of the Directorate consists of 608 positions, of which 280 positions are located at the central office and 328 positions in the provinces. Furthermore, under the umbrella of the General Directorate of Olympic, Physical Education and Sports, 59 sports federations are active. Among these, 51 federations are officially registered with the Directorate, while the registration documents for the remaining federations are in process. Of the existing federations, 28 are Olympic federations, and the rest are non-Olympic federations.

Public Services of the Directorate for Certain Segments of Society

  1. Issuance of Activity Licenses for Federations, Sports Clubs, and Coaches in the Capital and Provinces: The General Directorate of Olympic, Physical Education and Sports of Afghanistan issues activity licenses at both the central and provincial levels for all federations, sports clubs, and coaches operating in various sports disciplines. According to the Directorate’s regulations, the establishment and activity license fees for sports complexes, stadiums, gyms, swimming pools, and sports clubs in different disciplines range from AFN 500 to AFN 10,000, while the annual renewal fees range from AFN 250 to AFN 5,000.

Similarly, the license and renewal fees for sports coaches are set at AFN 500 per year. To review applications and issue the aforementioned licenses, the Directorate has established a special technical committee. This committee, after verifying qualifications and evaluating applicants, provides the necessary registration forms and guidance for completing the official registration process.

  1. Issuance of Identification Cards for Athletes and Federation Leadership Members

The General Directorate of Olympic, Physical Education and Sports of Afghanistan issues identification cards (ID cards) for all athletes across various sports disciplines as well as for members of federation leadership bodies.

According to the Directorate’s regulations: National team athletes receive ID cards upon payment of AFN 70, Athletes of sports clubs receive ID cards upon payment of AFN 50. These cards are issued for a one-year period by the Personnel Affairs Department after approval by the relevant federation, provincial directorates, and sports units, and upon completion of the designated application form.

  1. Contracts Department

Following the announcement of tenders, the companies that win are registered in accordance with the Procurement Law. The Finance and Accounting Department provides them with sales forms to complete and proceed with the subsequent legal and administrative steps.

  1. Recruitment Section in the Capital and Provinces

The General Directorate of Olympic, Physical Education and Sports announces its vacant positions via the official website of the Afghanistan Sports Authority. Eligible candidates can submit all educational documents, citizenship certificate, personal information, permanent and current address, and details of language and computer skills online to the Directorate’s Examination Committee within the specified deadline.

After reviewing the documents and preparing a shortlist of eligible candidates, they are invited to participate in the competitive examination for the announced positions.
