Meeting Held with Officials of Emirate Ministries and Institutions to Remove Existing Obstacles to Implementation of Development Projects


On January 7, 2026, a meeting was held in the conference hall of the General Directorate of Administrative Affairs under the chairmanship of Mufti Shamsurrahman, Director of Economy and Infrastructure, with the participation of officials from all Emirate ministries and institutions, to remove existing obstacles to the implementation of development projects in accordance with Cabinet Resolution No. 9 of the Islamic Emirate of Afghanistan, approved based on Order No. 3760/1401 issued by His Highness Amir al-Mu'minin (may Allah protect him).

At the outset of the meeting, Mufti Shamsurrahman stated that officials of the Islamic Emirate are driven by strong commitment and determination toward national development, serving the people, and providing necessary facilities. He explained that the purpose of the meeting was for ministries and institutions to identify, in line with the Cabinet decision, challenges that hinder the implementation of development projects and cause allocated budgets to remain unspent.

He further added that the entire ordinary and development budget of the Islamic Emirate is financed through domestic revenues, and despite prevailing difficult conditions, priorities have been carefully considered. He emphasized that proper utilization of the development budget is regarded as one of the most important principles of governance.

Subsequently, participants of the meeting, in turn, shared detailed information regarding existing challenges in project implementation, as well as fundamental and underlying causes of obstacles and delays, and requested appropriate solutions.

In the concluding session, the Director of Economy and Infrastructure assured participants that their concerns regarding project implementation had been heard. He stated that, in the presence of the committee, practical solutions would be explored to eliminate existing problems and accelerate the process, and these solutions would be forwarded to relevant authorities for implementation.

The meeting, which commenced with recitation of verses from the Holy Qur’an, concluded with a prayer for goodwill.
