12th Cabinet Meeting: Discussion Held on Establishing Standardized Oil Refining Facilities and Facilitating Returning Refugees

On December 29, 2025, the 12th Cabinet meeting of the Islamic Emirate of Afghanistan (IEA) was held under the chairmanship of Al-Haj Mullah Mohammad Hasan Akhund, the Prime Minister of the IEA.

The meeting began with the recitation of verses from the Holy Quran, after which key economic, social, and cultural issues of the country were discussed and several decisions were made.

During the meeting, a delegation led by the Deputy Prime Minister for Economic Affairs, Mullah Abdul Ghani Baradar, was assigned to assess the existing oil refining facilities in the country to determine whether they can refine oil in accordance with required standards. The delegation was also instructed to encourage investors to establish standardized oil refineries and equip them with the necessary modern machinery.

Furthermore, another delegation led by the Deputy Prime Minister for Administrative Affairs, Mawlavi Abdul Salam Hanafi, was tasked, in accordance with the decree of His Highness Amir al-Mu’minin (may Allah protect him) to hold a meeting with representatives of the Ministry of Urban Development and Housing, Kabul Municipality, and the General Directorate for Coordination of Municipal Affairs, in order to facilitate housing construction for citizens, particularly for refugees recently returned from neighboring countries.

It is worth mentioning that the Cabinet meeting concluded with a prayer for goodwill after detailed discussions and decisions on various important matters.
