Investment Facilitation Director Meets Russian Investors

On November 17, 2025, the Director of Investment Facilitation at the General Directorate of Administrative Affairs, Mawlavi Engineer Ahmad Zia Khalid, met in his office with Russian investors Mr. Viktor and Mr. Vladimir to discuss investment in Afghanistan.

During the meeting, the Russian investors expressed satisfaction with Afghanistan’s security situation, adding that their company operates in various sectors, and that their main purpose for coming to Afghanistan is to invest in the mining sector.

The Investment Facilitation Director welcomed the Russian investors and stated that Afghanistan has now returned to its true children, who have earnestly taken up the service of the nation. He highlighted several notable accomplishments, including the treatment of hundreds of thousands of addicts, the collection of beggars, the implementation of 350 projects in Kabul, and 2,150 projects nationwide.

He also drew their attention to major national projects such as Qosh Tepa and TAPI, the rehabilitation of the Salang Pass, and the construction of the Kabul–Kandahar highway. In addition to assuring the Russian investors of full cooperation, he noted that a special procedure has been developed for mining, under which anyone can invest in the sector in accordance with the outlined process.
