Follow-up Meeting Held on Implementation of Decree No. 20 of His Highness Amirul Momineen Haifzahullah Ta'ala

On October 21, 2025, the fourth follow-up meeting regarding the implementation of Decree No. 20 of His Highness Amirul Momineen Haifzahullah Ta'ala was held in the conference hall of the General Directorate of Administrative Affairs. The meeting was chaired by Mawlavi Mohammad Sadiq Akif, Director of Cabinet Affairs Coordination and High Commissions, and attended by Mufti Shamsurrahman, Director of Economy and Infrastructure, as well as representatives from Kabul Municipality, the Ministry of Urban Development and Housing, and the General Directorate for Coordination of Municipal Affairs.

The Director of Cabinet Affairs Coordination and High Commissions started by presenting the resolutions of the previous meeting and requested participants to present reports on their activities.

Subsequently, representatives of the relevant institutions shared updates pertaining to their respective activities. Kabul Municipality reported that it had conducted public awareness sessions with neighborhood representatives (Wakil-e-Gozars) from central areas of Kabul City regarding zoning and urban planning. It was also mentioned that banners have been printed and posted in different parts of the city, and brochures will be printed and circulated among citizens shortly to raise public awareness.

The Ministry of Urban Development and Housing revealed that detailed urban plans for 17 provinces have been finalized and handed over to the General Directorate for Coordination of Municipal Affairs. The remaining plans are expected to be completed and printed soon. Likewise, the General Directorate for Coordination of Municipal Affairs has held meetings with neighborhood representatives and mosque imams in several municipalities across the country concerning urban planning, and awareness messages have been disseminated through media outlets.

It should be pointed out that this decree was issued to ensure the effective and efficient implementation of urban plans, facilitate the development of construction, commercial, and industrial areas, and promote transparency in administrative affairs.

The meeting, which began with the recitation of verses from the Holy Quran, concluded with a prayer for goodwill.
