Administration Name: Afghanistan National Disaster Management Authority (ANDMA)

Administration Duties and Missions: Afghanistan National Disaster Management Authority is the primary organization for disaster management in Afghanistan, with the objective of enhancing the capacity of communities and systems against potential hazards, reducing vulnerability, responding swiftly to emergencies, providing preventive warnings and achieving better reconstruction of affected areas compared to the past.

To date, laws related to this administration have not been ratified by the high authority of the Islamic Emirate of Afghanistan.

 

List of Public Services:

  1. Implementation of preventive projects;
  2. Attracting and mobilizing aid for the affected;
  3. Responding to public requests for clearing areas contaminated with mines and explosive remnants;
  4. Providing early warnings for disaster risks;
  5. Better reconstruction of affected areas compared to the past;
  6. Cooperation in mine and unexploded ordnance clearance programs in five main areas (survey and clearance, awareness raising, victim assistance, destruction of explosive stockpiles);
  7. Development and expansion of policies and strategies in line with humanitarian programs and budgets;
  8. Coordinating with humanitarian organizations to mobilize relief resources during emergencies.

 

Stages for Performing Each Service:

How are preventive projects implemented? What stages are followed?

Individuals whose lives or work areas are at risk from natural disasters must follow the steps below to implement preventive projects and mitigate risks:

 

  1. Submission of an application by at-risk individuals or through their local representative to the central ANDMA office, or to the Governor’s office at the district or provincial level;
  2. Issuance of an order by the central ANDMA authority or the provincial Governor to the relevant provincial Disaster Management Directorate for processing the application;
  3. After the order is issued, a technical team conducts a survey and assessment of the identified areas for project implementation;
  4. Following the survey, design, and cost estimation, the preventive project is implemented in the confirmed areas.

 

Process of Survey and Assessment of Vulnerable Areas and Implementation of Preventive Projects in At-Risk Areas (Initiated by ANDMA):

  1. Preparation of a survey plan for vulnerable areas and deployment of a technical team to specific provinces to identify and diagnose vulnerable zones;
  2. Analysis of data collected from at-risk and affected areas and prioritization of preventive project implementation;
  3. Preparation of a report on vulnerable areas and submission to ANDMA leadership for final measures;
  4. Design of preventive projects in confirmed areas;
  5. Design and cost estimation of at-risk areas by the technical and engineering team;
  6. Project formulation, setting implementation objectives, and formation of a technical committee to prioritize high-risk areas;
  7. Preparation of the project concept note and technical documents and submission to the Ministry of Finance for budget approval;
  8. Submission of technical documents to the Procurement Directorate to complete procurement stages and sign a contract with the winning company;
  9. Deployment of a technical team to the project site for groundbreaking and handover to the contracted company;
  10. Official launch of project work in designated high-risk areas;
  11. Monitoring of the project process by the technical team in three phases (start, mid-term, and completion);
  12. Upon project completion, handover to the community for maintenance and utilization.

 

 

Process of Attracting and Mobilizing Aid for Potential Victims of Disasters:

  1. Nationwide needs assessment for assisting disaster-affected individuals;
  2. Arrangement of meetings with ambassadors of donor countries, representatives of international organizations, and donors to secure their commitment;
  3. Preparation of proposals and submission through the Ministry of Foreign Affairs to donor countries, donors and international organizations;
  4. Receipt of an agreement letter from the Ministry of Foreign Affairs for grant aid from donor entities;
  5. Completion of internal administrative documentation within ANDMA;
  6. Preparation of customs exemption forms in the ASYCUDA system at the Ministry of Finance and relevant departments;
  7. Receipt of humanitarian aid at the country’s ports and airports;
  8. Arrangement by the Procurement Directorate for the transfer of donated goods to the central administration and provinces;
  9. Ensuring delivery of aid to the central administration and provinces;
  10. Recording and registration of received aid by the Finance and Administration Directorate;
  11. Distribution of aid based on leadership directives and survey documents.

 

 

Process of Responding to Public Requests for Clearing Mine- and ERW-Contaminated Areas

  1. Submission of formal requests by the public via the emergency number (070,8606060) or through local officials;
  2. Deployment of a survey and response team to the designated area;
  3. Based on the survey, the system automatically prioritizes areas, and high-priority zones are included in the clearance plan;
  4. With confirmation from the village head and district governor, the cleared area is handed over to the community and documents are submitted to the information bank;
  5. Impact assessment is conducted six months later; if budget is available, it is included in the information bank;
  6. In villages and refugee camps, based on incident and risk levels, awareness teams begin activities through meetings, billboards, and media messages to collect victim data, raise public awareness, and prevent civilian casualties.

 

Response Process After Incidents Involving Mines and Unexploded Ordnance:

  1. Initial notification is submitted by the public via the emergency number (0708606060) or local officials to the Mine Action Coordination and Integration Directorate;
  2. Emergency response teams from partner organizations are deployed to the incident site;
  3. The emergency response team collects coordinates, casualty figures, presence of war remnants and hazardous mine areas, and submits a report to the Mine Action Coordination Directorate;
  4. The deployed team organizes awareness sessions for local residents on unexploded ordnance risks;
  5. Registration of casualties and, if contaminated areas are present, inclusion in the system;
  6. Sharing casualty figures with the International Committee of the Red Cross and other aid organizations to assist victims.

 

Process of Assisting Victims Disabled by Mines and ERW and Other Affected Individuals:

  1. Referral of the disabled or needy person to victim assistance centers, either directly or through mine clearance and survey teams in contaminated areas;
  2. Registration of the victim, determination of disability level, and assessment of required treatment or capacity-building needs;
  3. Vocational and technical economic training, awareness of victim rights, and access to victim assistance services;
  4. Provision of health services and psychological counseling for disabled individuals; if prosthetic limbs (artificial arms or legs) are needed, these are provided. After installation, the individual is kept at the center for a few days to ensure proper use, and released only after full health and psychological evaluation;
  5. Due to the suspension of assistance, victim support centers operate on a limited basis in a few provinces. If a disabled person travels from afar, travel and other expenses may be covered by the organization;
  6. No distinction is made in service delivery between victims of recent emergencies and past incidents.

 

 

Emergency Response Process to Disaster-Affected Areas:

  1. Receipt of incident notification via telephone from local residents or officials for response purposes;
  2. Coordination and deployment of search and rescue teams to the incident site;
  3. Arrangement and deployment of tasked teams to transfer the injured;
  4. Rapid and emergency assessment immediately after the incident;
  5. Investigation and assessment of damages caused by the incident;
  6. Arrangement of air transport to rescue trapped individuals and delivery of initial emergency aid;
  7. Sharing incident-related data and figures with relevant ministries and institutions;
  8. On-site response coordination and emergency aid mobilization;
  9. Provision of humanitarian aid (initial assistance) resources;
  10. Coordination with domestic sectors, relevant institutions, and international humanitarian organizations for incident response;
  11. Registration of victims and timely, accurate reporting on the incident and response;
  12. Local monitoring of aid delivery and rescue operations;
  13. Implementation of security measures to protect emergency teams from internal vulnerabilities;
  14. Preparation of a cash assistance proposal for victims and implementation upon approval by authorized Islamic Emirate officials;
  15. Calculation of emergency budget expenditures.

 

Individuals Affected by Miscellaneous Incidents Must Follow These Steps to Receive Assistance:

  1. Preparation of a petition by the affected person;
  2. Submission to the ANDMA leadership;
  3. Obtaining an order from central ANDMA leadership or the provincial Governor;
  4. Based on ANDMA’s discretion (survey of the affected or direct aid distribution);
  5. Distribution of aid to the affected person.

Additionally, individuals can contact the ANDMA Director directly via his contact number to report issues.
