Meeting Held to Implement Prime Minister’s Office Order on Cemetery Plan for Four Zones of Kabul
On September 20, 2025, a meeting was convened under the chairmanship of Mawlavi Mohammad Sadiq Akif, Director of Cabinet Affairs Coordination and High Commissions of the General Directorate of Administrative Affairs, to implement the order of the Prime Minister’s Office regarding the cemetery plan for four zones of Kabul.
The meeting, held in the conference hall of the General Directorate of Administrative Affairs, was attended by the Director of Cabinet Affairs Coordination and High Commissions, the Cultural Affairs Director of Kabul Municipality, and representatives of the Land Authority and the Ministry of Guidance, Hajj and Endowments.
At the outset, the Director of Cabinet Affairs Coordination and High Commissions said that residents of Kabul city had submitted numerous petitions due to the lack of proper land for cemeteries. Based on these petitions, and in line with the order of the Prime Minister’s Office, a joint delegation was formed consisting of representatives from Kabul Municipality, the Land Authority, and the Ministry of Guidance, Hajj and Endowments to review and resolve the issue.
The appointed delegation decided to prepare a draft plan, under which land was allocated for cemeteries in four zones of Kabul. According to the plan, suitable sites were designated in Karizak Ulya village of Shakardara district, Qaltaghan village of Musayi district, Butkhak village of Bagrami district, and the Damna Koh Qarogh village of Chahar Asyab district. Management responsibility for these cemeteries was assigned to Kabul Municipality, while the process of transferring the land was entrusted to the Ministry of Guidance, Hajj and Endowments.
In conclusion, the Director of Cabinet Affairs Coordination and High Commissions endorsed the delegation’s decision, under which the management of the cemeteries in the four designated zones will be carried out by Kabul Municipality, and ownership of the land will be transferred to the Ministry of Guidance, Hajj and Endowments.
