Finance Ministry Signs Contract with Habibullah Zazai Company for Bagh-e-Bala Recreational Park
On July 22, 2025, a meeting was held in the conference hall of the General Directorate of Administrative Affairs under the leadership of Mawlavi Abdul Bari Atif, Deputy Director General for Policy of the Emirate, with the participation of Mawlavi Dost Mohammad Mukhlis, Administrative Deputy Minister of the Ministry of Finance, and the Chairman of the Habibullah Zazai Recreational Park Company, to sign the Bagh-e-Bala recreational park contract.
At the outset, the Deputy Director General for Policy of the Emirate stated that with the re-establishment of the Islamic Emirate, favorable conditions have been created for investors to fulfill their responsibilities in the development, prosperity, and reconstruction of the country. He stated that they appreciate the dedication and holy spirit of such sincere investors.
The Administrative Deputy Minister of the Ministry of Finance provided full details of the contract to the participants and explained that the Bagh-e-Bala Recreational Park, located in District 4 of Kabul, was awarded through a public-private partnership. The total area of the park is 160 jeribs, with an investment of 366,892,890 Afghanis. The contract has been approved for a period of 20 years, with 2 years for construction and 18 years for operation. During this period, the Islamic Emirate will receive 31 percent of the revenue, while the company will receive 69 percent.
Following that, the Chairman of Habibullah Zazai Recreational Park stated that the efforts of the officials of the Islamic Emirate in the development and reconstruction of the country are commendable. He pledged that the project would be implemented with high quality, in accordance with the contract and required standards.
In conclusion, the contract was officially signed between the Administrative Deputy Minister of the Ministry of Finance and the Chairman of the Habibullah Zazai Recreational Park Company.
The meeting, which began with recitation of verses from the Holy Quran, concluded with a prayer for goodwill.
