Handover of Apartment to Its Legitimate Owner

On July 14, 2025, the Directorate of Inspection of Houses and Properties under the Security of Emirate of the General Directorate of Administrative Affairs handed over an apartment located in the Khushal Khan blocks, Fifth District of Kabul City, which had previously been sealed due to the absence of its owner and in order to prevent illegal occupation, to its legitimate owner after a thorough review of documents and verification of rightful ownership.

Mawlavi Lal Mohammad Burhani, one of the officials of the directorate, stated during the handover that the apartment had been sealed by the directorate’s staff due to the absence of a confirmed owner and to prevent unlawful seizure.

Mr. Burhani added that after completing the necessary procedures and thoroughly examining the apartment’s documents, it was confirmed that Javed Ahmad Qaim, son of Omar and a resident of Helmand Province, is the lawful owner. The apartment was handed over to his representative in the presence of the wakil-e-gozar (neighborhood representative) and local security officials.

Meanwhile, Khalilullah, son of Gul Ahmad and the representative of the rightful owner, expressed his gratitude to the officials of the Directorate of Inspection of Houses and Properties for their efforts and cooperation.

It is worth mentioning that the Directorate of Inspection of Houses and Properties under the Security of Emirate has so far returned dozens of houses, apartments, and buildings to their rightful owners following thorough documentation review, and this process is ongoing
