On February 23, 2025, the fifth session of the Technical Committee was convened under the leadership of Mawlavi Engineer Ahmad Zia Khalid, Director of Investment Facilitation, to prepare the procedure for implementing the second decision of Order No. (2708/375) issued by Esteemed Amir-ul-Momineen Hafidzahullahu Ta'ala.

The meeting, held in the conference hall of the General Directorate of Administrative Affairs, brought together representatives from the Ministries of Urban Development and Housing, Justice, Finance, and Agriculture, Irrigation, and Livestock, as well as Kabul Municipality, the General Directorate for Coordination of Municipal Affairs, and the National Economy and Infrastructure Directorate of the General Directorate of Administrative Affairs.

Welcoming the participants, the Director of Investment Facilitation emphasized that Emirate agencies should strive to enhance urban development facilities and eliminate obstacles to citizens' work and investment.

During the session, representatives engaged in comprehensive discussions on the proposed unified licensing framework and the simplification of property ownership verification for private properties within urban planning areas.

The Director of Investment Facilitation attentively listened to participants' opinions and suggestions, stressing the need for further refinements to procedures and proposed plans before making final decisions in the next session.

The meeting, which commenced with the recitation of the Holy Quran, concluded with a prayer for goodwill.
