Meeting Held on the Preparation of Procedures Regarding the Distribution of Lands in Planned Areas
On December 15, 2024, based on the second decision outlined in order No. (2708/375) issued by the esteemed Amir al-Mu'minin Hafidzahullahu Ta'ala, a meeting was convened under the chairmanship of Sheikh al-Hadith Mawlawi Noorul Haq Anwar, Director General of Administrative Affairs, to discuss the preparation of a comprehensive procedure for Emirate-owned lands where residential towns and private properties have been constructed. The meeting included representatives from the Ministries of Justice, Industry and Commerce, Agriculture, Irrigation and Livestock, as well as Kabul Municipality and the Directorates of Investment Facilitation and National Economy and Infrastructure of the General Directorate of Administrative Affairs.
The session began with the recitation of verses from the Holy Quran at the office of the Director General of Administrative Affairs. Following this, Sheikh al-Hadith Mawlavi Noorul Haq Anwar, Director General of Administrative Affairs provided detailed information regarding the directive of the esteemed Amir al-Mu'minin Hafidzahullahu Ta'ala.
During the meeting, a thorough discussion and exchange of views took place regarding lands that are exclusively Emirate-owned and designated for the development of residential towns and urban planning, with some progress already made in these areas. The discussions also included lands identified as Emirate properties by the Commission for the Prevention of Land Grabbing and Retrieval of Usurped Lands, which are to be distributed in accordance with urban plans. Additionally, the meeting addressed measures to facilitate individuals developing private properties in urban areas.
In conclusion, it was decided that a technical team comprising representatives from the Ministries of Urban Development and Housing, Agriculture, Irrigation and Livestock, Justice, Kabul Municipality, and the General Directorate for Coordination of Municipal Affairs, along with the Directorates of National Economy and Infrastructure and Investment Facilitation of the General Directorate of Administrative Affairs, will, in accordance with the guidance of the esteemed Amir al-Mu'minin Hafidzahullahu Ta'ala, prepare a draft of the aforementioned procedure and present it at the next meeting.
The meeting concluded with a prayer for goodwill led by Mufti Fazal Hadi Sahibzada, Director General of Legislation at the Ministry of Justice.
