On March 18, 2024, the Cultural and Social Affairs Director of the General Directorate of Administrative Affairs, Mawlavi Muhammad Ishaq Akhundzada, held a meeting with the ulema, ethnic elders, and influential members of Paghman District, Kabul Province.
The meeting, which took place in the conference hall of the General Directorate of Administrative Affairs, aimed to discuss a number of issues and listen to the problems faced by the people of the district.

The meeting began with the recitation of the Holy Quran, followed by speeches by the ulema and representatives of Paghman District. Sheikh Muhammad Ajan Tayeb, Chairman of Ulama Council Mawlavi Ehsanullah, Mawlavi Abdul Rasheed, and ethnic elder Haji Muhammad Farooq delivered speeches and requested that Paghman District not be included in the formation of Kabul City area and remain a separate district. The representatives argued that Paghman District has a special importance in the history and geography of the country due to its population, geography, and historical value.
They emphasized that the people of this district value rural culture over urban culture and that maintaining its state would preserve its historical, cultural, and rural values.

In response, Mawlavi Muhammad Ishaq Akhundzada acknowledged the importance of Paghman District and stated that the Islamic Emirate is the representative of the nation and is committed to solving the issues of its people. He assured the representatives that their concerns would be conveyed to the high authorities of the Islamic Emirate.

The meeting concluded with a prayer for goodwill.
