Deputy Director of Investment Facilitation Directorate of General Directorate of Administrative Affairs Visits the Work Progress of Khairkhwah Electronic Complex


Today, Oct 2nd, 2023- The Deputy Director of Investment Facilitation of General Directorate of Administrative Affairs, accompanied by the director of Building Maintenance and Supervision of this directorate, visited from the construction work progress of Sun Sky Khairkhwah Electronic Complex in Kabul.

During the meeting with the officials of the mentioned complex, he praised their efforts in the development of the country and said, the leadership of IEA is closely following the reconstruction works of the country and makes recommendations from time to time to the relevant officials in this regard to cooperate with investors and be serious in addressing their problems.

Haji Mukhtar Sharifi, the head of Nadir Pashtun Road Merchants' Union, thanked the Islamic Emirate for the commence of the construction work of the said complex and added that previously this project had fallen into the hands of Mafia and with the arrival of Islamic Emirate, the hands of Mafia's were cut short and it became the first major project at the country and region level, which was commenced under the rule of the Islamic Emirate.

Additionally, Mr. Sharifi said that many attempts were made regarding the failure of this project, but according to him,they have a strong determination to build their country.

Khairkhwah Electronic Complex, which is located in Nader Pashtun road of Kabul, is being built with an investment of $32.08 million US dollars, the construction work of which has already started.
This project is being operated and built according to the DBFO (Design-Build-Finance-Operate) model with the cooperation of the Investment Facilitation Directorate and with the participation of the Public Private Partnership.

The said complex is being built on 9 floors and will have a total of 1278 shops, 79 offices and 2 parking lots which will have a capacity of parking 1680 vehicles, as well as restaurants, green areas and suitable places for exercising.

The design, construction, finance, maintenance and operation of the project will be up to 30 years from the effective date of the contract related to the private sector and after that all the facilities and property of the project will be handed over to the Emirate without any payment.

It is worth mentioning that the construction of the said complex is going on continuously in three shifts and 15,000 Afghan engineers and employees are directly engaged in the work.

According to the officials, priority is given to domestic materials in the construction of the said complex, and in the absence of some domestic materials, foreign construction materials will be used.
