Mission

The development and expansion of a safe, efficient, sustainable, environmentally friendly, and cost-effective road and air transportation system in accordance with applicable laws and international standards can play a significant role in improving the quality of life of citizens. This process not only facilitates better access to services and economic opportunities for the people, but also contributes to the economic growth, sustainable development, and overall progress of Afghanistan by increasing the revenue sources of the Islamic Emirate of Afghanistan.

Core Responsibilities of the Ministry of Transport and Aviation

The Ministry has the following duties and responsibilities:

  1. Develop, organize, and implement strategies, policies, laws, regulations, procedures, and other relevant do standardize international airports according to the standards of the International Civil Aviation Organization (ICAO) documents.
  2. Plan, negotiate, and finalize agreements, memorandums of understanding, and protocols with other countries.
  3. Lead, manage, and coordinate the activities of the road and air transport sectors.
  4. Monitor the implementation of laws, regulations, procedures, agreements, and related legal frameworks.
  5. Manage and regulate the operations of the country’s airports.
  6. Develop, expand, and standardize international airports in accordance with the standards of the International Civil Aviation Organization.
  7. Provide road and air transport services in compliance with national and international standards.
  8. Ensure the safety and security of civil aviation and road transport according to national regulations and international standards.
  9. Establish, develop, and maintain transport infrastructure.
  10. Set up technical inspection centers for road vehicles.
  11. Issue licenses for the operation of national and international transport companies in accordance with applicable laws and regulations.
  12. Regulate and monitor freight and passenger transport tariffs.
  13. Collect revenues and service fees for road and air transport.
  14. Issue certifications for airlines and aircraft maintenance centers.
  15. Organize and manage public urban transport.
  16. Attract and promote investment in the transport services and sector activities.
  17. Train professional personnel through the Civil Aviation Institute.
  18. Manage and regulate vehicles in parking lots and road transport terminals.
  19. Implement preventive measures to reduce road traffic accidents.
  20. Determine authorized international road transport routes for cargo transit in coordination with relevant authorities.
  21. Establish new air routes for flights.
  22. Address and resolve passenger complaints related to air travel.

 

Regulation of activities and issuance of operating licenses for transport companies

The Ministry of Transport and Aviation developed a plan titled “Licensing and Regulation of Transport Companies” to better organize and coordinate the activities of transport companies and to ensure the delivery of standardized transport services. This plan was officially approved and brought into effect through a ruling issued by the Office of the Prime Minister of the Islamic Emirate of Afghanistan.

A: Categories of Passenger and Cargo Transport Activities

In accordance with Article 4 of the aforementioned plan, the categories of passenger and cargo transport activities are defined as follows. Based on these categories, operating licenses are issued to companies under each specific category.

  1. Heavy-Duty Cargo Transport
  2. Medium-Duty Cargo Transport
  3. Construction Materials Transport
  4. Rickshaw Cargo Transport
  5. High-Capacity Passenger Transport (Large Buses)
  6. Low-Capacity Passenger Transport
  7. Suburban Taxi Services
  8. Urban Taxi Services
  9. Online Taxi Services
  10. Public Urban Passenger Transport
  11. Mini-Bus Urban Passenger Transport
  12. Rickshaw Passenger Transport

B: Requirements for Issuing an Operating License to Transport Companies

  1. Submission of a formal application to the Ministry for establishing a company, including details of the company’s president, deputy, founders, company name, and headquarters.
  2. Ownership of at least ten vehicles in each category of activity mentioned above, with vehicle registration documents issued in the names of the company’s president, deputy, or founders.
  3. Obtaining an investment license from the Ministry of Industry and Commerce.
  4. All registered vehicles must successfully pass a technical inspection.
  5. Payment of the operating license fee based on the category of activity, ranging from AFN 5,000 to AFN 7,500.

 

C: Operating License for Company Branches

(1) Requirements for Establishing a Company Branch

  1. Submission of a request for establishing a branch by the company’s authorized representatives.
  2. Availability of vehicles with valid registration documents, electronic cards, and approved route permits.
  3. Payment of the branch license fee, ranging from AFN 1,250 to AFN 1,750.

(2) Processing Time

If all vehicle documents are complete, the issuance of a branch operating license typically takes between 1 to 2 working days.

 

Distribution of Electronics Cards and Route Assignment Booklets for Transport Vehicles

It is an official, fee-based document that includes details of the vehicle, the related company, and the designated route of operation. It is issued upon the applicant’s request for a period of one, two, or three years and is recognized as an official transport document.

 

Transport vehicles are classified into two types based on ownership:

  • Company-Owned Vehicle (Initial Capital):

A vehicle that is legally owned by the company’s president, deputy, or other founders. The management, regulation, and all related activities of this vehicle fall under the responsibility of the company, and it is considered part of the company’s initial capital.

  • Individually Owned Vehicle:

A vehicle owned by private individuals. For the purpose of regulating its operations, it is contractually registered with a transport company and included in its records. The company is responsible for managing its activities in accordance with the terms of the contract.

Procedure for Issuing and Renewing Electronic Cards and Route Booklets for Newly Registered Vehicles

  • Submission of an official letter from the Traffic Department / verification of previous transport records
  • Completion of the route contract form
  • Registration in the relevant database system
  • Referral of the vehicle for technical inspection and, if required, for GPS installation through the relevant department
  • Issuance of the fee schedule for the electronic card and booklet
  • Entry of card information into the system
  • Issuance and distribution of the electronic card and route booklet

 

Duplicate Transport Documents: In case transport documents are lost, the document holder must, within three (3) days, publish a loss notice through the Afghan Public Announcements Department. If the documents are not recovered within this period, the applicant should visit the central or provincial offices and submit a request for the issuance of duplicate transport documents.

 

Application Form for Electronic Card and Transport Route Booklet Related Policies and Strategies

  1. Ministry of Transport and Aviation Policy for Providing Standardize Transport Services

The General Directorate of Administrative Affairs of the Islamic Emirate, through Official Letter No. (1640) dated 21/01/1445 AH, shared with the Ministry the oral directives of His Eminence, the Amir al-Mu’minin (may God protect him), which had been issued earlier by the Political Deputy of the Prime Minister’s Office under No. (73) dated 18/01/1445 AH. This policy has been prepared based on those directives.

The Ministry of Transport and Aviation Policy is structured into three main sections. The first section outlines general principles; the second describes long-term plans for air and land transport; and the third addresses implementation and oversight mechanisms. This policy provides a framework for the Ministry’s major and long-term programs in delivering ground and air transport services. Its implementation is expected to resolve existing challenges in the transport sector and bring significant improvements in the quality and efficiency of air and land transport services.

 

Strategic Plan for Road Transport

The road transport sector of Afghanistan plays a crucial role in delivering transport services and is a key driver for the country’s economic development. If developed according to international standards, Afghanistan has the potential to become a major transit hub for trade between Asia and other regions. With this vision in mind, the Strategic Plan for the Road Transport Sector has been prepared for the years 1402–1406 HS (1445–1449 AH), focusing on addressing current challenges and improving the sector nationwide. The goal is to establish a safe, accessible, reliable, environmentally friendly, sustainable, and cost-effective road transport system.

This strategic plan was developed based on a review of available sector documents, assessment of the current situation, and comprehensive consultations with relevant authorities and primary and secondary units. The plan is structured into four Stages:

Stage 1: General Overview

This stage evaluates the current status of the road transport sector and identifies its main challenges. The lack of standardized transport services is recognized as the most critical problem. Key contributing factors include unsafe roads, insufficient transport infrastructure, inadequate budget, unplanned development, and lack of foundational planning. The chapter also outlines the research methodology and approach used in preparing the strategic plan.

Stage 2: Strategic Objectives

The second stage presents the strategic objectives of the road transport sector. Five major objectives have been defined:

  1. Organize and regulate road transport operations.
  2. Ensure the provision of transport services according to national and international standards.
  3. Support and encourage the private sector in delivering transport services.
  4. Facilitate passenger mobility (urban public transport) and goods transportation.
  5. Strengthen financial, administrative, and human resources, alongside the development of information technology.

Each objective is supported by several sub-objectives and specific activities, summarized with expected outcomes.

Stage 3: Implementation

This stage focuses on implementing the strategic plan, including policies and prioritized projects to increase development budgets. Mechanisms for operational and practical implementation, budget enhancement, international coordination, consultative processes, and organizational alignment are also detailed.

Stage 4: Monitoring and Evaluation

The final stage discusses the methods for monitoring and evaluating the strategic plan using modern oversight techniques and key performance indicators. Effective monitoring ensures transparency, accountability, and improved service delivery, helping the Ministry achieve its strategic road transport objectives.

Key factors influencing successful implementation include resource mobilization, capacity building for human resources, and systematic monitoring and evaluation. Any shortcomings in these areas may pose risks and challenges to the execution of the strategic plan.
