On March 22, 2025, a meeting was held by the Investment Facilitation Directorate of the General Directorate of Administrative Affairs to resolve the business license issue between Kabul Municipality and representatives of companies.

The meeting took place at the office of the Investment Facilitation Directorate. Engineer Ahmad Zia Khalid, Director of Investment Facilitation, opened the session by stating that, due to numerous complaints and directions from leadership, a solution needed to be found for this ongoing issue.

Company representatives spoke in turn, voicing their concerns to the Director of Investment Facilitation. In response, Kabul Municipality representatives presented their side of the issue.

At the conclusion of the meeting, the Director of Investment Facilitation made the following decision: until the municipal law is enacted, Kabul Municipality does not have the right to issue its own business licenses to businessmen who hold a license from the Ministry of Commerce, nor can it hinder their activities.

The meeting began with the recitation of the Holy Quran and concluded with a prayer for goodwill.
