On January 12, 2025, the third meeting of the technical committee was convened under the leadership of Mawlavi Engineer Ahmad Zia Khalid, Director of Investment Facilitation, to draft the procedure for implementing the second decision of Order No. (2708/375) issued by Esteemed Amir-ul-Momineen, Hafidzahullahu Ta'ala.

The meeting, which took place in the conference hall of the General Directorate of Administrative Affairs, included representatives from the Ministries of Urban Development and Housing, Justice, Agriculture, Irrigation and Livestock; Kabul Municipality; the General Directorate for Coordination of Municipal Affairs; and the National Economy and Infrastructure Directorate of the General Directorate of Administrative Affairs.

In his opening remarks, Mawlavi Engineer Ahmad Zia Khalid emphasized that the procedure for the distribution and use of land in urban planning areas should be designed in a way that provides necessary convenience for its users.

Subsequently, the representatives of the participating institutions shared their perspectives and recommendations regarding various articles of the procedure. After thorough discussions, certain articles were revised and amended accordingly.

The meeting, which commenced with the recitation of the Holy Quran, concluded with a prayer for goodwill.
