On December 21, 2024, the initial meeting of the technical committee for the implementation of the second decision of Order No. (375/2708) of the esteemed Amirul Momineen Hafidzahullahu Ta'ala, was held under the chairmanship of Mawlavi Engineer Ahmad Zia Khalid, Director of Investment Facilitation at the General Directorate of Administrative Affairs, in the conference hall of the General Directorate of Administrative Affairs.

The meeting included representatives from the Ministries of Urban Development and Housing, Justice, Finance, Industry and Commerce, Agriculture, Irrigation, and Livestock, as well as Kabul Municipality, the General Directorate for Coordination of Municipal Affairs, and the Directorate of National Economy and Infrastructure. During the meeting, the Director of Investment Facilitation provided information regarding the implementation of the order of the esteemed Amirul Momineen, Hafidzahullahu Ta'ala, and the arrangement of the procedure.

Comprehensive discussions were held regarding lands that are purely under Emirate ownership and designated for residential townships and urban planning and progress made in their affairs, residential townships identified as Emirate lands by the Commission for the Prevention of Land Grabbing and Reclamation of Seized Lands, and facilitating individuals engaged in development activities in urban areas and on private properties.

It was decided in the meeting that a technical team comprising representatives from the Ministry of Urban Development and Housing, the Ministry of Agriculture, Irrigation, and Livestock, and the Directorate of Investment Facilitation, under the leadership of Kabul Municipality, will prepare a draft of the mentioned procedure as soon as possible and present it in the next session for finalization.
