Mission of the Ministry of Martyrs and Disabled Affairs:
The Ministry of Martyrs and Disabled Affairs, under the leadership of the Islamic Emirate of Afghanistan, provides effective and high-quality services to the families of martyrs and persons with disabilities. These services cover the distribution of monthly financial assistance, economic self-reliance, technical and vocational training, healthcare, education, employment opportunities, and other aspects of life. The Ministry strives to safeguard the rights of martyrs’ families and individuals with disabilities, ensuring better living conditions for them.
Principles, Laws and Legal Documents
The law on the payment of monthly financial assistance and benefits for orphans, widows, and persons with disabilities has been prepared by the competent committee of the Ministry of Martyrs and Disabled Affairs. For subsequent implementation, it has been submitted to the esteemed Ministry of Justice, and after being endorsed by His Excellency Amir AL Mominin Hafzaullah Tala, it will be published in the official gazette. Likewise, the policy of the Ministry of Martyrs and Disabled Affairs has also been approved by the respected Minister.
The Ministry of Martyrs and Disabled Affairs provides services to orphans, widows and persons with disabilities in the following areas.
In the area of registration and documentation of orphans, widows and persons with disabilities:
- Collection of necessary documents of orphans, widows and persons with disabilities.
- Registration of the necessary documents of orphans, widows and persons with disabilities in the new electronic system.
- Distribution of identification cards to registered orphans, widows and persons with disabilities.
In the area of monthly financial assistance distribution:
- The Ministry of Martyrs and Disabled Affairs regularly provides monthly financial assistance to orphans, widows and persons with disabilities through the banking system, based on different categories.
- Conducting surveys and household visits for orphans, widows and persons with disabilities in both the central office and provinces.
- Quarterly distribution of monthly financial assistance to orphans, widows and persons with disabilities.
In the area of social services:
The Ministry of Martyrs and Disabled Affairs has taken effective steps to provide social support to orphans, persons with disabilities, and the families of martyrs, aiming to create sustainable sources of income and help them achieve economic self-reliance. Through the implementation of the aforementioned programs, the families of martyrs and persons with disabilities are economically empowered and freed from dependence on others. Every year, the Ministry implements the following programs to promote economic self-reliance among orphans and persons with disabilities:
- To ensure the economic self-reliance of eligible orphans and persons with disabilities, technical and vocational training opportunities are provided.
- Monthly financial assistance and food supplies are distributed to students enrolled in technical and vocational programs.
- Upon completion of vocational training, graduates are provided with the necessary tools and equipment related to their profession.
In the area of rehabilitation for persons with disabilities:
The Ministry of Martyrs and Disabled Affairs, in collaboration with relevant departments, institutions, and aid organizations, provides the following services aimed at physical, mental, and sensory rehabilitation:
- Manufacturing and repairing prosthetic limbs for persons with disabilities.
- Providing physiotherapy and orthopedic services to orphans, widows, and persons with disabilities.
- Providing psychological and mental health services to orphans and persons with disabilities.
In the area of non-cash assistance distribution:
The Ministry of Martyrs and Disabled Affairs, in collaboration with aid organizations and institutions in the central office and provinces, provides the following services to orphans, widows, and persons with disabilities:
- Securing food assistance.
- Providing winter clothing aid.
- Providing wheelchairs and other mobility devices for persons with disabilities.
- Facilitating small-scale business opportunities for the families of martyrs and persons with disabilities.
Processing of Documents for Orphans, Widows, and Persons with Disabilities:
The main objectives and responsibilities of the Ministry of Martyrs and Disabled Affairs are to identify and register eligible orphans, widows, and persons with disabilities across the country and to provide them with monthly financial assistance. To ensure that the families of martyrs and persons with disabilities are registered in an organized, transparent, and accurate manner, it is essential that the following processes are carried out correctly.
Document Processing for Persons with Disabilities
The process of verification, registration, and distribution of financial assistance for persons with disabilities is carried out according to the Ministry’s leadership directives and the approved plan, as follows:
At the central level, requests and applications are submitted to the Ministry of Martyrs and Disabled Affairs, while at the provincial level they are submitted to the relevant directorates. Following this, approvals from the competent authorities are obtained, and the file is sent to the Disability Verification Unit. The assigned teams conduct on-site surveys to assess the applicants, and if they meet the criteria outlined in the Ministry’s approved plan, they are deemed eligible to receive monthly financial assistance. The relevant form is then prepared, and all documents are forwarded to the Payments and Accounting Unit for further action.
The Payments and Accounting Unit records the documents in the (M-40) Form and issues an official letter to the Ministry of Finance to open a bank account. After receiving the bank card, the documents are sent to the General Directorate of Records for organization and safeguarding, and subsequently forwarded to the Database and Information System Directorate for completion of biometric procedures. Once biometric registration is completed, the documents are preserved in the General Directorate of Disability Records for safekeeping and security.
Considering the workload and number of applications, the complete processing of applicants’ documents from the date of survey shall be completed within a maximum of ten (10) working days.
Document Processing Procedure for Orphans and Widows
The process of verification, registration, and distribution of financial assistance for orphans and widows is implemented systematically in accordance with the directives of the Ministry of Martyrs and Disabled Affairs and the approved plan, as follows:
In the first step, the heirs of a deceased or martyred individual prepare and submit their applications. At the central level, applications are processed based on the directives of the Department of Martyrs and Disabled Affairs, and at the provincial level, according to the instructions of the respective directorates, the applications are forwarded to the Martyrs’ Heirs and Biometric Unit. Assigned survey teams then conduct on-site visits to assess and evaluate the circumstances of the applicants’ families.
If the family is deemed eligible, they are included in the list for receiving monthly financial assistance according to the approved plan. Subsequently, the orphan form is completed, and based on the electronic ID and the number of eligible heirs, the financial assistance is allocated. After this stage, the documents are sent to the Payments and Accounting Unit for final processing.
The Payments and Accounting Unit records the documents of orphans and widows in the (M-40) ledger and issues an official letter to the Ministry of Finance for the creation of a bank account. Once the bank card is received, the documents are sent to the General Directorate of Records for organization and safekeeping and then forwarded to the Database and Information System Directorate for completion of the biometric process. After biometric registration, the documents are securely maintained in the same directorate.
Considering the workload and the number of applications, the complete processing of applicants’ documents from the date of the survey shall be completed within a maximum of ten (10) working days.
