Order from the Office of the Prime Minister of the Islamic Emirate of Afghanistan Regarding the Prevention of Currency, Gold, and Precious Stones Smuggling Out of the Country

All traders, money changers, gem traders, and citizens are directed to implement and strictly observe the following provisions:
1. All citizens must use the national currency, Afghanis (Afs), for all kinds of transactions.
2. No individual is allowed to carry more than five thousand ($5,000) US dollars through airports and more than five hundred ($500) US dollars through land borders in physical cash.
3. Anyone who transfers amounts exceeding the above limits will face the following penalties:
One year of imprisonment for every million dollars.
One month of imprisonment for every hundred thousand dollars.
Ten days of imprisonment for amounts below one hundred thousand dollars but above the specified limit in Point 2.
4. Any confiscated money or gold from violators will be kept by Da Afghanistan Bank until further instructions from the Office of the Prime Minister.
5. The import of foreign currencies from regional countries into Afghanistan is strictly prohibited.
6. The responsibility for preventing the smuggling of currency, gold, precious stones, and historical relics out of the country rests with the General Directorate of Intelligence, the Ministry of Interior Affairs, and the Ministry of Defense.
