On December 13, 2025, the Director General of Administrative Affairs, Sheikh al-Hadith Mawlavi Noorul Haq Anwar, participated in a meeting organized for the Chiefs of Staff of provincial offices, marking the launch of the second phase of a six-day program on the Decrees, Orders, and Laws of the Islamic Emirate of Afghanistan.
The meeting took place in the conference hall of the Civil Service Institute of the General Directorate of Administrative Affairs, with the participation of the Director General of Administrative Affairs, Sheikh al-Hadith Mawlavi Noorul Haq Anwar, along with the Chiefs of Staff of provincial offices.
During the meeting, Sheikh al-Hadith Mawlavi Noorul Haq Anwar, Director General of Administrative Affairs, stated that the Chiefs of Staff of provincial offices are key individuals, as the affairs of the people in provincial administrations are directly linked to them. He emphasized that if the capacity of the Chiefs of Staff of ministries and institutions is strengthened, and they are fully aware of their work frameworks, assigned responsibilities, and possess comprehensive information regarding their duties, then the overall affairs of the entire ministry or institution will be properly organized and conducted. However, he noted that if shortcomings exist in this regard, such deficiencies will be clearly reflected in the performance of that ministry or institution.
Furthermore, the Director General of Administrative Affairs added that it is a sharia obligation upon all officials that when a task is assigned to them, in addition to being obligated to carry out that task, they are also obligated to acquire complete and accurate information related to it.
The meeting, which began with the recitation of verses from the Holy Qur’an, concluded with a prayer for goodwill.
